After neighbors on West Santa Barbara Avenue in Dededo reported hearing screaming for several days in May of last year, police went to a residence to check on a woman who was staying there.

One of the neighbors said a child told her son “don’t mind the noise, daddy just has (the woman) tied up for not listening,” court documents stated.

Alex Caldito Valdrez told officers that the woman, who was related to him, had to be tied up because she was breaking things. Police found her in restraints bolted to the wall in a locked room, according to a magistrate’s report filed in Superior Court.

Although the discovery was made last year, Valdrez, 40, was charged Wednesday in Superior Court with felonious restraint as a third-degree felony and family violence as a third-degree felony.

When Valdrez brought officers to the room, “the police observed a wooden door with holes in it and heard a female adult from within the room asking for water. When officers looked through the hole, they observed (the woman) who was sitting on the floor and looked disheveled. The officers also observed that the door to the room had a makeshift locking system using a screw, a hook and nylon rope which was locking the door from the outside,” the complaint stated.

Police also observed “that there was a thick, black nylon belt locked with a padlock around the center of her torso. That belt was padlocked to a yellow tow strap which was bolted into the south wall of the room. The police demanded to know where the keys were and the defendant pointed to (them) hanging along the entrance of the hallway. When the bindings were removed from (the woman) officers observed severe redness, swelling and purple bruising,” along the woman’s torso where the belt had been tied, the complaint stated.

The woman asked for water again, and quickly drank three large glasses, according to the complaint.

The man told police he needed to tie the woman up from midnight-9 a.m. so he could care for his children, the complaint stated.
